Why does anyone want to be popular ?
Maybe the goal is simply to feel like you belong in all the places that you like to go or want to go ?
It's not like anyone especially wants to be "super-popular" ... just comfortable, and not unpopular, and "well-liked".
People who are popular get invited to do more interesting , fun , enjoyable and exciting things. They have richer lives.

Good parenting ... but for some of us it is too late for that !
Liking yourself ... if you like yourself then you are more likely to be comfortable in the company of others , and hence they will be comfortable too.

What practices can I practice that would give me access to acquiring those skills ?

Popularity "down on the court" is different than popularity as it looks from "up in the stands" ...
Up in the stands people say "s/he's confident" ... what is the skill and what are the practices that give rise to that skill which up in the stands look like "s/he's confident" ?
Extroverts are energised by social interaction. Introverts are exhausted by it.
But presumably you can be a popular introvert ?
Is popularity correlated with social competence ?
Is popularity correlated with the amount of effort / time / resources you put in to socialising ?
In which case popularity is partly a consequence of the availability of resources you have to spend on being sociable.
Eg. someone who has to work 80 hours a week to pay their rent maybe has less time resource available to grow their popularity .
I should probably do some research on what experts say about all this, rather than just seeing what comes off the top of my head when thinking about it . :-)
